The EDGE ®Innovation Network and its associated process are not traditional Civil Agencies or Department of Defense (DoD) operating concepts and, therefore, may not be as clear to those experienced in standard procurement efforts. However, the EDGE has been specifically designed to comply with Federal Acquisition Regulation (FAR) and federal acquisition polices. It is specifically designed to support government in market research and technology foraging that occurs "left of RFP" which is prior to the development of new requirements documents for acquisition by the agency and well in advance of member solicitations for an acquisition. The EDGE is also very willing to adjust processes and procedures to meet specific government needs so those in government can participate in the open collaborative environment and ideally enhance the capabilities provided to their end users.
The collaborative environment of the EDGE Innovation Network is open to all government participants without any membership requirements. Our collaborative, open-environment initiative enables industry and academia, with government input and participation, to work together to enhance the delivery cycle of new technologies and innovative capabilities to military personnel, scientists and engineers, law enforcement and first responders and other technology end users.
For government participants, the EDGE provides a forum for "idea incubation" on the art of the possible and affordable using emerging technologies. To create this "idea incubation", the EDGE draws from a broad range of technologies that are often not visible to civil or government agencies. The outcome is a larger set of potential solutions. The EDGE Innovation Network can potentially increase business opportunities in the government sector and between industries, by focusing research investments on technology and capabilities that customers and users truly need.
To support rapidly evolving mission requirements across all agencies and services, the government needs to adopt and exploit the most effective methods possible to leverage Industry innovation and help focus their Internal Research and Development (IR&D) in areas that will be most fruitful. This is crucial during the fiscal decline. Greater communication, guidance and collaboration in defining requirements, assessing alternatives and conducting system engineering analysis is needed to help Industry best align research investments with government needs.
